Why won't the City of Houston fix the traffic light problem?

Apparently, Houston traffic lights are not controlled by a main computer, to increase the flow of traffic. They all seem to be working randomly against each other, thus making it where you generally have to stop at every light, every time. It's this way through the entire metro area, with the exception of maybe downtown. It just seems as if a city so large could employ the best of traffic engineers.
